Tanner Engineering provided engineering and consulting services and Newel FastTrack provided the pre-construction and construction management for Chevron Energy Services on the District Central Plant Upgrade project. The district co-generation plant upgrade was part of a $100-million project which spans 3 city blocks which included an administration center that consolidates 15 county departments, a 43,000-square-foot probation building, a 5-level parking center, and a public plaza and courtyard.

Design responsibilities included expansion of the district 12kV loop to serve the new administration center and associated development of support buildings in downtown Fairfield and the expansion of the co-generation plant that included doubling the electrical generation capacity of the plant from 1,450 kW to 3,000 kW
